Harvinder Kalyaan Calls for Enhancing the Quality of Legislative Assemblies at AIPOC.Emphasizes the need for refinement in the working style of elected representatives to uphold constitutional values
Chandigarh ( kapil Arora ) 21January : Haryana Legislative Assembly Speaker, Mr. Harvinder Kalyan, called for enhancing the quality of legislative assemblies at the 85th All India Presiding Officers’ Conference (AIPOC). Mr. Kalyan stated that to improve the quality of legislative assemblies, there needs to be refinement in the working style of members, and for this, systematic and planned efforts must be made regularly. The AIPOC conference was held in Patna, Bihar, and concluded on Tuesday. The conference was attended by Lok Sabha Speaker Mr. Om Birla, Rajya Sabha Deputy Chairman, Mr. Harivansh, and presiding officers from all state assemblies across the country. The closing ceremony was addressed by Bihar Governor Arif Mohammad Khan. During the conference, Haryana Legislative Assembly Deputy Speaker Dr. Krishan Middha also shared his thoughts on legislative procedures.
During the conference, Mr. Harvinder Kalyan spoke in detail on the topic “75th Anniversary of the Constitution: Contribution of Parliament and State Legislatures in Upholding Constitutional Values.” He said that the country is rapidly reaching new heights and that everyone should take an oath today from this sacred platform to work for the country’s benefit, just as the Constitution framers worked diligently to give their best for the nation.
Mr. Harvinder Kalyan shared his experiences of legislative work, repeating the words of Dr. Rajendra Prasad, the President of the Constituent Assembly, who said that those entrusted with the responsibility of running the Constitution are fortunate. He added that all of us must successfully fulfill this responsibility with dedication. He urged that the participation of women and the youth must be ensured.
He further emphasized that no significant work can be completed without public participation. Therefore, legislative bodies must be strengthened, and their functioning must be such that it benefits as many people as possible. He mentioned that Dr. Ambedkar clearly defined the functions and powers of the three main branches of democracy. He stated that legislatures have the freedom to make laws, the executive has the freedom to make decisions, and the judiciary has the freedom to interpret the laws.
Mr. Kalyan stressed that the success of legislative assemblies is crucial for a functioning democracy. The success of these assemblies depends on the working style and competence of the members. He said that the Haryana Legislative Assembly had organized a training program for its members just before the 15th Assembly’s first session, which commenced on November 12. He also announced that the Haryana Legislative Assembly will organize a training program for state legislators on February 5 and 6. He mentioned that a two-day capacity-building program was held for Haryana Assembly staff on January 8 and 9, and its results were positive and effective.
Mr. Kalyan said that Haryana has achieved unprecedented development in the last 10 years. Most services in the state have been digitized, and all villages now receive 24-hour electricity. Modern technologies are being used to benefit every section of society. Registration of every crop is done online to ensure fair compensation in case of loss or damage. The government has specifically focused on the future of the state’s youth, offering merit-based employment opportunities. In the past decade, many actions have been taken to fulfill the dreams of our Constitution’s framers.
During the conference, Haryana Legislative Assembly Deputy Speaker Dr. Krishan Middha remarked that the resolutions passed and discussions held at such conferences have played a crucial role in strengthening our democracy. He emphasized the need to ensure that legislative bodies remain platforms for meaningful discussions on public issues, where legislative processes function smoothly, and representatives perform their duties with dedication and decorum.
Dr. Middha also expressed concern over the increasing disruptions in Parliament and state assemblies. He stated that it is essential for representatives to respect the will and aspirations of the people and set exemplary conduct through their actions.
The AIPOC conference was also attended by Dr. Satish Kumar, Secretary of Haryana Legislative Assembly, Mr. Ram Narayan Yadav, Advisor to the Speaker, Mr. Gaurav Goyal, Secretary to the Speaker, and Mr. Naveen Bhardwaj, Under Secretary.
